Carter, who completed 42 units of credit, was presented with the certificate during the Georgia Municipal Association’s 78th annual convention in Savannah on June 27.
The Georgia Municipal Training Institute, a cooperative effort of GMA and the University of Georgia’s Carl Vinson Institute of Government, provides a nationally recognized training opportunities for elected city officials.
GMA’s executive director Jim Higdon congratulated Carter on her accomplishment.
“We commend council member Carter for the dedication she’s shown in using this valuable resource to become a more effective city official,” he said.
